possible command idea

Message 22 on The Board of Master Monks
A command that when used would allow certain monk abilities to be 'faster' by a round
eg if a commadn takes 3 rounds it would drop to 2
there are simalr magic items in game 
a limit would be the type of abilies and last for a certain period of time maybe 5 to 10 mins tops
and maybe some extra cons like more sp or soething that would have ot be worked out
